Refund & Cancellation Policy
Effective Date: August 11, 2026
At Neosurf Exchanger, we aim to process exchange requests accurately and promptly. Because our service involves the verification, processing, and conversion of prepaid vouchers into other payment methods, some transactions may become irreversible once processing has started.
This Refund & Cancellation Policy explains when an exchange can be cancelled, when a refund may be available, and how refund requests are handled.
By using our exchange services, you agree to this Policy together with our Terms and Conditions.
1. Scope of This Policy
This Refund & Cancellation Policy applies to exchange transactions submitted through:
https://neosurf-exchanger.com/
It applies to exchanges involving supported vouchers, prepaid payment products, cryptocurrency payouts, PayPal, Skrill, Neteller, and other payout methods offered through our website.
2. Cancellation Before Processing
You may request cancellation as soon as possible after submitting an exchange request.
A cancellation may be possible if:
• We have not yet verified the submitted voucher
• The voucher has not been redeemed or processed
• The transaction has not entered the payment stage
• The transaction has not already been completed
Cancellation is not guaranteed once processing or verification has started.
To request cancellation, contact our support team and provide your transaction or order reference.
3. Cancellation After Processing Has Started
Once we have started verifying, redeeming, exchanging, or processing a voucher, cancellation may no longer be possible.
This is because the voucher may already have been checked, redeemed, transferred, or converted into another payment method.
If cancellation is requested after processing has started, we will review the transaction and determine whether cancellation or a refund is technically possible.
Any applicable fees or costs already incurred may be deducted from the refund where permitted by applicable law.
4. Completed Transactions
Once an exchange has been completed and the agreed payout has been sent, the transaction is generally considered final.
Completed transactions cannot normally be cancelled or reversed.
However, if you believe that a transaction was processed incorrectly, you may contact us so that we can investigate the matter.
5. Invalid or Already Redeemed Vouchers
If a submitted voucher is:
• Invalid
• Already redeemed
• Expired
• Blocked
• Not supported
• Previously submitted
• Unable to be verified
we may reject the exchange request.
If we have not received any value from the voucher, no payout will be issued.
Where appropriate, we may request evidence or additional information from the customer before making a final decision.
6. Incorrect Voucher Information
Customers are responsible for entering correct voucher information.
This includes:
• Voucher code
• Voucher value
• Currency
• Country
• Voucher type
• Other information requested during the exchange
If incorrect information is submitted, processing may be delayed or the transaction may be rejected.
If the voucher has already been processed based on information supplied by the customer, we may be unable to reverse the transaction.
7. Incorrect Payment Information
Customers are responsible for providing accurate payout information.
This includes:
• Email addresses
• PayPal account information
• Skrill account information
• Neteller account information
• Cryptocurrency wallet addresses
• Blockchain network information
If payment is sent to the information provided by the customer and the payment cannot be recovered because the information was incorrect, we may not be able to issue another payment.
Customers should carefully verify all payout information before submitting an exchange request.
8. Cryptocurrency Payments
Cryptocurrency transactions require special care because blockchain transactions are generally irreversible.
We are not responsible for losses caused by:
• Incorrect wallet addresses
• Incorrect blockchain networks
• Unsupported wallet addresses
• Customer mistakes when providing cryptocurrency details
• Blockchain network congestion
• Blockchain transaction fees
• Delayed blockchain confirmations
If cryptocurrency has been successfully sent to the wallet address provided by the customer, the transaction will normally be considered completed.
9. Payment Provider Delays
Some payouts may depend on third party payment providers such as PayPal, Skrill, Neteller, cryptocurrency networks, or other payment services.
A delay caused by a third party does not automatically qualify the customer for a refund.
We will make reasonable efforts to investigate delayed or failed payouts and, where possible, assist the customer in resolving the issue.
10. Failed Payouts
If a payout fails because of a technical issue, payment provider rejection, incorrect account information, or another reason, we may attempt to resolve the transaction.
Depending on the circumstances, we may:
• Retry the payment
• Request corrected payment information
• Offer another available payout method
• Hold the transaction while verification is completed
• Issue a refund where appropriate
Any refund will be subject to verification and applicable transaction costs.
11. Duplicate Transactions
If you accidentally submit the same voucher or exchange request more than once, contact us immediately.
We will review the duplicate requests.
If a duplicate transaction has not been processed, we may cancel it.
If a duplicate voucher has already been processed, recovery may not be possible.
Customers should not submit the same voucher more than once unless specifically instructed by our support team.
12. Fraudulent or Suspicious Transactions
We reserve the right to delay, suspend, reject, or investigate transactions where we reasonably suspect:
• Fraud
• Theft
• Unauthorized voucher use
• Money laundering
• Abuse of our service
• False information
• Account manipulation
• Stolen payment credentials
• Other unlawful or suspicious activity
A refund will not be guaranteed while a transaction is under investigation.
Where required or permitted by law, we may retain relevant information and cooperate with appropriate authorities or payment providers.
13. Refund Eligibility
A refund may be considered when:
• We receive the voucher but are unable to provide the agreed payout due to an error on our side
• A transaction fails because of a technical problem attributable to our service
• We receive duplicate payment or value and are able to verify the duplication
• We agree that a refund is appropriate following investigation
A refund may not be available when:
• The customer provides incorrect information
• The customer provides an incorrect cryptocurrency address
• The customer provides an unsupported blockchain network
• The voucher has already been redeemed before submission
• The voucher is fraudulent or unlawfully obtained
• The transaction has already been completed successfully
• A third party payment provider has rejected the transaction because of the customer’s account
• The customer violates our Terms and Conditions
14. Refund Amount
Where a refund is approved, the amount refunded may depend on the circumstances of the transaction.
Any refund may be reduced by fees or costs that have already been incurred in processing the transaction, where permitted by applicable law.
If the refund is issued through a different payment method from the original transaction, additional processing or network fees may apply.
15. Refund Method
Where reasonably possible, refunds will be made using the original payment or payout method.
If the original method cannot be used, we may request alternative payment information.
For cryptocurrency transactions, refunds may be subject to blockchain network availability and transaction fees.
We may require the customer to verify ownership of the destination account before issuing a refund.
16. Refund Processing Time
Once a refund has been approved, we will normally process it as soon as reasonably possible.
The time required for the refund to appear in the customer’s account may depend on the payment provider, bank, cryptocurrency network, or other third party.
A delay caused by a third party does not mean that the refund has not been processed by us.
17. Refund Requests
To request a refund, contact our support team using the contact information available on our website.
Please provide:
• Transaction or order reference
• Email address used for the transaction
• Date of the transaction
• Voucher type
• Voucher value
• Payout method
• A description of the issue
We may request additional information to verify the transaction and prevent unauthorized refund requests.
18. Refund Investigation
We may investigate a refund request before approving it.
The investigation may include reviewing:
• Transaction records
• Voucher status
• Voucher redemption information
• Payment records
• Communication history
• Payout records
• Technical logs
• Fraud or security indicators
We may ask the customer for additional information or documentation when reasonably necessary.
19. Chargebacks and Payment Disputes
Customers should contact our support team before initiating a chargeback or payment dispute where the issue concerns an exchange transaction.
Unauthorized or fraudulent chargebacks may result in the suspension of the customer’s access to our services.
Nothing in this section limits any rights that cannot legally be waived under applicable law.
20. No Cash Refund Guarantee
Unless expressly agreed or required by applicable law, we do not guarantee that a completed exchange can be converted back into the original voucher or payment method.
Because voucher and cryptocurrency transactions may be irreversible, customers should carefully check all transaction details before submitting an exchange request.
21. Service Fees
Exchange fees and other applicable charges may be deducted before the payout is made.
If a refund is approved after processing has started, fees that have already been incurred may not be refundable where permitted by applicable law.
22. Customer Responsibility
Before submitting an exchange request, you should verify:
• The voucher code
• Voucher currency
• Voucher value
• Voucher country
• Payout method
• Payment account details
• Cryptocurrency wallet address
• Blockchain network
• Email address
Once submitted, certain transaction information may not be changed.
23. Changes to This Policy
We may update this Refund & Cancellation Policy from time to time.
Any updated version will be published on this page with a new effective date.
The updated policy will apply to transactions submitted after the effective date, unless otherwise required by applicable law.
24. Contact Us
